
The first chapter of the report that traces the mobility from, to and through Albania starting from the onsite visit carried out in 2021 is realized by ASGI within the Medea project, with the collaboration of SOS Diritti and Lungo la Rotta Balcanica.
The extract is focused on the emigration movements from Albania to Italy highlighting the tragic recent history that characterized the Adriatic route. It continues with a description of the role of Albania within the migratory dynamics along the Balkan and Adriatic route and the trafficking in persons in and from the Country; the final part describes the legal response to the emigration movements by highlighting the effective cooperation between the Italian and Albanian governments that led to the signature of different bilateral agreements aimed at interrupting departures from the Albanian shores.
By retracing the history of Albanian emigration – the arrival of the ship Vlora in Bari and the sinking of the Kater i Rades in the Otranto channel – the report highlights the origin of the securitarian approach of Italian migration policies, also restoring the importance of the political use of memory.
The action carried out in Albania is part of a series of inspections that the Medea project is carrying out in light of the topicality of the migration route along the Balkans, such as those carried out in Bosnia and North Macedonia, which are fundamental in order to monitor the protection of the right to mobility and to propose strategic litigation and advocacy actions.
