ASGI, as part of the Sciabaca&Oruka Project, is organizing an international conference on Sept. 29, 2022, entitled “Freedom of Movement in West Africa and from the Subregion to Europe: what remains of the right to leave any country including one’s own after externalization policies?“
The event can be followed online or in-person, in Rome (Via Napoli, 36), and English and French interpretation will be available.

The aim of the conference is to explore, with contributions from European and African organizations and academics, the issue of mobility between Africa and Europe and within the Economic Community of West African States (ECOWAS) free movement area. In particular, limits placed on freedom of movement, their legitimacy and legal instruments to counter them will be analyzed.
The conference is organized into two panels during which a theoretical introduction will be followed by the presentation of litigations that have been tried and tested over the past few years or may be presented in the future to address the hollowing out of the right to freedom of movement and the right to asylum operated through externalization policies.
The topics of so-called voluntary returns from transit countries, the role of IOM in the development of border control tools in West Africa, and proxy rejections operated in the central Mediterranean will be explored.
The panels will be alternated with moments of discussion with participating individuals and organizations, with the aim of broadening common reflection and promoting the development of cross-cutting and transnational litigation and advocacy strategies.
