The health emergency has had a major impact on sea rescue activities, disembarkation procedures and the reception of migrants arriving in Italy via the Mediterranean Sea. Among the measures put in place by the government is the configuration of ships to carry out the ‘quarantine’ period for people who have landed independently and people rescued by foreign-flagged ships. An exceptional measure that over the months has been used in a flexible and expansive way and that risks, in perspective, to be normalised, a measure full of criticalities from the point of view of the protection of the rights of foreign citizens arriving or even already present in Italy.
We publish below the scientific report aimed at offering a critical recognition of the major violations and criticalities observed. The report is composed of a series of single in-depth studies resulting from the monitoring and collection of data, testimonies and information carried out by the Association for Legal Studies on Immigration (ASGI), within the In Limine project. In view of what has emerged and the concerns related to the contraction of the rights of asylum seekers and foreign citizens, recommendations are made to the authorities involved in the management of these places so that appropriate measures are taken to protect the rights of foreign citizens arriving in Italy.
